«Любовь к природе прививается через знакомство с нею»
В первую очередь гости Хакасии познакомились с территорией и инфраструктурой государственного природного биосферного заповедника «Саяно-Шушенский», государственного природного биосферного заповедника «Хакасский» и национального парка «Шушенский бор».
В рамках трёхдневной встречи обсуждались вопросы социально-экономической значимости туризма для регионов России, место и роль ООПТ в его развитии, проблемы и перспективы развития познавательного и экологического туризма в России и др. На территории проведения совещания работала выставка под названием «Заповедная Россия», на которой были представлены лучшие фотографии дикой природы и её обитателей, различные наработки эколого-просветительской деятельности заповедников и национальных парков.
- Общаясь с природой, человек начинает понимать, насколько она подвержена человеческому воздействию. Мы должны показать, как можно охранять природу и взаимодействовать с ней, не нарушая тонкий экологический баланс. Это одна из основных задач, которая рассматривается на совещании. Во многих странах, кстати, созданы центры экотуризма, которые позволяют вовлечь людей в систему охраны природы через знакомство с нею, - отметил министр природных ресурсов и экологии РФ Сергей Донской. - Форум такого масштаба в Хакасии проходит впервые. Совещание всероссийского уровня позволяет встретиться всем заинтересованным, обсудить важные вопросы, пообщаться и получить эффективный опыт развития туризма. В рамках встречи прозвучало много интересных глубоких докладов, специалисты серьёзно подготовились, и они заждались такого совещания. Вдвойне приятно, что проблемы взаимоотношения человека и природы мы обсуждаем не внутри Министерства, а таким широким кругом с участием людей, которые работают в этой сфере и заинтересованы в решении существующих проблем.
В рамках своего выступления глава Минприроды России также напомнил участникам совещания об утверждении Правительством России 22 декабря 2011 г. стратегически важного документа: Концепции развития системы ООПТ федерального значения на период до 2020 года. Сеть федеральных ООПТ за последние 20 лет увеличилась более чем на 80%. К 2020 года запланировано создать еще 11 новых заповедников, 16 национальных парков, 1 федеральный заказник, а также расширить территории 12 существующих федеральных ООПТ.
По итогам совещания подготовлены и выработаны рекомендации по решению актуальных проблем развития системы государственных природных заповедников, национальных парков и федеральных заказников для повышения общественной и социально-экономической значимости ООПТ для регионов Российской Федерации и страны в целом.

В рамках Всероссийского совещания заинтересованные журналисты задали несколько вопросов Всеволоду Степаницкому, заместителю директора Департамента государственной политики и регулирования в сфере охраны окружающей среды Минприроды России.
- Тема нынешнего форума непростая для работников заповедников и национальных парков. Кто-то считает, что нельзя пускать людей на охраняемую территорию, дабы всё сохранить. Другие говорят, что нужно показывать национальное достояние. Как вы лично считаете?
- Склоняюсь к тому, что нельзя полностью изолировать дикую природу от людей, закрыть и не показывать её. Мировой опыт доказывает: сочетание жёсткой охраны с возможностью общения человека и природы (в форме экологического туризма) даёт огромный эффект, помогает сохранить уникальное биологическое своеобразие. Северная Америка, Восточная и Южная Африка, Австралия, Новая Зеландия, страны южной Америки, Индия идут по этому пути и добились огромных результатов. Мы не должны и дальше придумывать нелепые формы в этой сфере и придерживаться давно изжившихся догм, а должны брать из мировой практики всё то позитивное, что в ней есть - то, что даёт эффект.
- Как же тогда быть с российским менталитетом и туристами-дикарями?
- В условиях особо охраняемых природных территорий таких, как национальные парки, заповедники, эта проблема наименее значима. Потому как наличие жёсткого режима посещения, постоянная охрана позволяет отрегулировать многие вопросы. Например, в любом западном национальном парке даже малейшее нарушение режима, как правило, не остаётся без внимания. Причём пресекают правонарушения не только уполномоченные на то люди, но и экскурсоводы, гиды сторонних структур. Если, допустим, в их экскурсионной группе или на их глазах будет совершенно нарушение, и они не отреагируют на него, то есть все основания, что у них отберут лицензию и больше не допустят в этот национальный парк или заповедник.
Другой вопрос – решение данной проблемы на территории никем не охраняемых лесов и гор – больших просторов нашей страны, куда выезжают люди на природу, делают, что хотят, и некому сделать замечание, составить протокол, привлечь к ответственности… Вот основная проблема. В таких случаях, думается, не столь необходимо ловить нарушителей с поличным, а решать вопрос, как рационально организовать процесс сбора мусора, поставить мусоросборники в том месте, где людям удобно, организовать нормальный вывоз мусора с территории. Казалось бы, вот решение проблемы. Но, к сожалению, в действительности приходится сталкиваться с обратным, причиной которого является наш русский менталитет, отсутствие экологической культуры. В этом отношении полезен один пример. В Австралии несколько лет назад некоторые национальные парки отказались от мусорных урн, мусоросборников и сказали, что сами туристы должны выносить за собой мусор. Многие австралийцы критиковали власти парков, сетовали, что будет только хуже. Но парадокс – эксперимент прошёл удачно! Такие вещи воспитываются годами и десятилетиями!
- Намечаются ли в ближайшее время ужесточение санкций в этой сфере?
- Да, наше Министерство природных ресурсов и экологии РФ подготовило законопроект, который поддержан правительством, внесён в ГосДуму, принят в первом чтении и, ясно, окончательно будет принят во втором-третьем чтении. Этот законопроект в разы увеличивает размеры административных штрафов на граждан, должностных и юридических лиц, допустивших нарушение режима или правил и норм в сфере охраны окружающей среды на особо охраняемых природных территориях. Убеждён, до конца этого года в «Кодекс об административных правонарушениях» будут внесены определённые поправки.
